Our Commitments to Environmental and Social Safeguards
To ensure that climate action is sustainable and inclusive, the Thai Rice GCF project aligns with GCF’s Environmental and Social Safeguards (ESS) standards, guided by key frameworks and plans:
- Environmental and Social Management Framework (ESMF) and Management Plan (ESMP): provides clear procedures and monitoring systems to manage risks and strengthen good environmental and social practices.
- Ethnic Groups Plan (EGP): upholds the rights, culture, and traditional livelihoods of ethnic communities through the Free, Prior and Informed Consent (FPIC) process.
- Gender Action Plan (GAP): promotes gender equality and empowers women as leaders in climate-smart agriculture and decision-making.
- Stakeholder Engagement Plan (SEP): ensures ongoing, inclusive, and transparent communication between the project, communities, and partners across all phases – helping to build trust and long-term collaboration.
Tools to Turn our Commitments into Practices
To put these safeguards into action, the project has developed practical tools that help partners and field officers apply the commitments in their daily work. These tools simplify complex frameworks into actionable guidance for all stakeholders, fostering a shared understanding of environmental protection, gender equality, and community inclusion.
The resource package includes:
- Environmental and Social Safeguards and Gender Factsheet (ESS and Gender Factsheet): provides an overview of the project’s safeguard principles and gender commitments, linking global GCF standards with the Thai context.
- Grievance Redress Mechanism and Sexual Exploitation, Abuse and Harassment Factsheet (GRM and SEAH Factsheet): a concise reference outlining how project stakeholders can raise concerns and how the project ensures a safe, respectful, and SEAH-free environment.
- Grievance Redress Mechanism and Sexual Exploitation, Abuse and Harassment Manual (GRM and SEAH Manual) : a step-by-step operational guide detailing how to receive, record, and resolve grievances transparently, ethically, and with sensitivity.
- Free, Prior and Informed Consent Factsheet (FPIC Factsheet): introduces the FPIC process as a safeguard to ensure that engagement with ethnic and vulnerable communities is based on mutual respect, dialogue, and consent.
- Ethnic Groups Engagement Guide: provides culturally sensitive guidance for meaningful participation and communication with ethnic groups, helping to build trust and long-term collaboration.
